- Inventory build, temporary operations and restart plan
- Daily coordination and escalation process
- Contingency for late equipment or incomplete prerequisites
5. Prepare commissioning and turnover
- Factory and site acceptance requirements
- Punch-list ownership and closure dates
- Training, spare parts, manuals and drawings
- Validation, safety review and production handoff
